It is a choice of method. An organisation that treats only the disease treats symptoms. One that works only on the school ignores why the child is absent. One that works only on the environment forgets who depends on it to live.
FIG selects communities and works with them on all three fronts, from the same baseline assessment and against the same set of indicators.
